react navigation stops loop animations

Description

When having a loop animation and jumping between tabs, the loop animation will suddenly stop, and only restart depending on what people do on other screens. For example if I scroll in another tab, only then will the loop animation restart.

Steps to reproduce

1. Have a loop animation on tab A
2. Tap Tab B to enter Tab B
3. Tap back to Tab A, notice that your loop animation no longer works on Tab A.
4. Tap back to Tap B. This time scroll a scrollview on Tab B.
5. Tap back to Tab A, and animation restarted looping on Tab A because you scrolled a scrollview.
