[TF3] Add efficiency, time resolution and ToA maps from ccdb (#15883)

* change to unique function to load map. Add check to ensure that the minimum time resolution is not zero for rescaling

* add time of arrival map in the smearing process

* precompute the resolution map based on input and configured resolution value

* add changes required by previous commit

* add macro to study time resolution
